Eligibility for EOPS Programs
Requirements:
- You must be a legal resident of California.
- Have completed less than 70 degree applicable units.
- Have full-time enrollment in a program leading towards a career technical certificate, associate degree or transfer to a four year institution.
- Have one or more of these educational disadvantages:
- No high school diploma or GED.
- High school grade point average less than 2.5.
- Previous enrollment in remedial education.
- First generation college student.
- Parent's native language other than English.
- Member of under-represented ethnic group.
- Meet income eligibility for a Board of Governors A or B Waiver by:
- Method A: Be a recipient of TANF/CalWORKs or SSI/SSP or General Assistance/General Relief or,
- Method B: Meet income guidelines as determined by the California State Chancellor's office and/or Health and Human Services.
The Financial Aid office has more information on the income guidelines.
How Do I Apply for EOPS?
- Complete the EOPS application
- Complete the Board of Governor's Fee Waiver application and the Free Application for Federal Student Aid (FAFSA). Please contact the Financial Aid Office for the forms.
- Enroll in 12 units of classes at Cuyamaca College.
- Submit all previous college transcripts to the office of Admissions and Records.

Completing the application process does not mean you are automatically in the EOPS program. Entry is based on meeting eligibility requirements and program space.
Student Success
I currently attend San Diego State University as a junior transfer student. I am a former foster youth, first generation college student. I never really had any dreams of going to college because I figured I wouldn’t be able to afford it and I didn’t know of any help.
The EOPS program helped me with a book voucher. I got priority registration which was really nice. I got to work with Nora Hinsley, an academic counselor in the EOPS and UP! Programs. She helped me pick all of my classes for Cuyamaca College. Nora was extremely helpful and was always supportive and made sure all of my needs were met. She knew me by name and knew my situation. If I needed help with my classes, I knew I could go to her for tips on how to get tutoring. While participating in EOPS, I had to submit progress reports to show them my grades. That requirement kept me motivated and doing well in school.
